San Diego’s Climate Action Plan, approved in late December, is historic in its ambition, scope and character. As The Guardian notes, San Diego is the largest US city to commit to using 100% renewable energy by 2035. Overall, through a wide variety of transportation, building, waste, water and other measures, the aim is to reduce greenhouse gas emissions 80 percent by 2050. Underscoring the entire plan is the fact that it is legally binding—and San Diego is among a small number of pioneering cities to make their climate plan binding.
